"Plans... are valid for 8 years after the date of adoption," a staff member said while explaining timelines and grant conditions. They also discussed the merits of preparing an enhanced energy plan as part of the town plan: an enhanced energy plan requires more work but, if adopted, gives the town "substantial deference" in Public Utilities Commission siting proceedings compared with a standard plan that receives only "due consideration." Commissioners discussed public engagement approaches, chapter-by-chapter redlines, and coordination with the regional commission and other local stakeholders.
Staff recommended a red-line draft before the next meeting and a public-engagement program (forums and hearings) tied to the municipal planning grant timeline so the commission can complete core elements and secure any needed regional approvals.
