Barry County approved Resolution 26‑19 to enter a revised contract with Professional Code Inspections (PCI) to provide state construction code services, including building, electrical, mechanical and plumbing code administration.
Staff said state statute requires the chief building official to be a county employee and that attorneys worked with PCI to create a compromise: PCI will continue to employ the chief building official, who will be deemed a special part‑time employee shared with the county. The staff member described a fee schedule change that will return 10% of revenues to the county and estimated "80 to 100000 dollars in the 1st year" would come back to support county overhead. The board moved, seconded and approved Resolution 26‑19 by roll call; the clerk recorded the vote and the motion passed with an absence noted.
Staff said the arrangement avoids county payroll and benefits obligations while allowing the county to recover administrative overhead. The contract includes a five‑year term with a review beginning in year five.
