Board members raised repeated concerns about contract terms, how the district could exit an arrangement and whether retroactive billing could strain the fund balance. One board member said she would not support the agreement if the vendor remained in the contract without an exit clause. Fleet representatives responded that Marsh is a service vendor for Fleet ("Marsh works for Fleet") and that Fleet would control start of any billing, offering a roughly six-month period before billing would begin and oversight to change providers if performance failed. The board voted to accept the insurance committee recommendation as presented to move forward with Fleet services and to review outcomes at defined intervals.
