Council approves Westech change agreement to cover construction inspection and post-bid services

Assistant Public Works Director Matt Edsall told council the change agreement with Westech covers construction-phase engineering, inspection and related services tied to the wastewater treatment plant improvements project. "This project is 18 months long at a minimum," Edsall said, noting the agreement includes on-site inspection required by the funding agency and that several subconsultants and specialty inspections are included.
Edsall explained the choice to use a change agreement rather than a separate contract: the funding agency requires EJCDC contract documents and the change agreement allows continuity of services without executing an entirely new contract. Staff said the work is within expected budget ranges and discussed a projected construction start in late August to early September pending funding-agency approvals. Council approved the change agreement pending final agency approval and authorized staff to proceed consistent with funding-agency requirements.
