Board ratifies $150,786 change order for stormwater projects after debate on process

River Ridge Community Development District supervisors voted to ratify MRI Construction Change Order Estimate #500 for Phase I and Phase II stormwater management work, totaling $150,786.09.
During discussion Mr. Mountford criticized the district's process, saying "there is a major dysfunction in the CDD’s operating process" and objected to approving the extra cost while the board was already, in his view, "$300,000+ over budget" without convening a special meeting. Mr. Blumenthal responded that the situation reflected timing and carryover from Fiscal Year 2024 into Fiscal Year 2025 and that the projects were carried over rather than newly expended funds; he moved to ratify the change order. The motion, moved by Mr. Blumenthal and seconded by Mr. Merrill, passed with all in favor.
District Engineer Charlie Krebs and PSGRC General Manager Eric Long explained the field reasons for relocating inlets and other on-site adjustments after touring with homeowners. Counsel Tony Pires was directed to draft "ground rules" addressing approvals for projects that exceed specified amounts, including contingency thresholds and the process for scheduling special meetings when necessary. The board said the change-order ratification will be considered during upcoming budget and policy discussions.
