Resident urges council to adopt golf-cart ordinance for Willamette Historic District
Summary

During the public-comment period, resident Steve Fearing asked council to reconsider adopting a local ordinance to allow and regulate golf carts and low-speed vehicles (LSVs) in the Willamette Historic District, and he presented a written draft ordinance.
Fearing read a portion of the draft ordinance describing permitted areas and equipment requirements: “An ordinance allowing the use of golf carts and low speed electric vehicles designated on city streets,” and said many other Oregon cities use state statutory authority to authorize carts off golf courses. He suggested a registration program (with an annual fee) so the city would know who owns carts and could ensure required safety equipment was installed.
Council members asked practical questions about enforcement, cited past issues with scooters and sidewalk parking, and asked Fearing how many carts he believed were in town; he estimated 15–20. Council thanked him, noted preliminary legal advice had been received, and asked staff to follow up before making any changes.
