Let me just believe it's 36 units maybe, is the maximum,” planning staff said when outlining maximum theoretical density for the site under different assumptions; the applicant Rob Matthews clarified project intent and layouts, saying they were likely to develop “about 20 to 21, 22” townhome units in one scenario and up to six single‑family detached units in another. Council members asked about access (planned from Roxbury Drive after a county lot‑line adjustment removed Parker Road frontage), emergency access, and traffic analysis; staff said a voluntary traffic study had been submitted by the applicant.
Council moved and approved the first and second readings for Ordinance 1767 (establishing R‑7 zoning) and Ordinance 1768 (approving the annexation), and set the matters for second readings where required. The motions carried unanimously on roll call.
