Council adopts Bolton and Willamette town‑center boundaries into West Linn comprehensive plan

The West Linn City Council on Dec. 9 adopted Ordinance 1766, amending the city’s comprehensive plan to add the Bolton and Willamette town‑center boundaries shown on Metro’s 2040 map. Planning staff presented the legislative hearing and said the proposed changes would make the two areas eligible for regional investments and different mobility standards under Metro’s urban growth management plan.
“West Linn has 2 town centers, 1 in the Bolton neighborhood, 1 in the Willamette neighborhood,” planning staff told the council as they outlined the recommended small additions to the Bolton boundary — about a dozen properties in the Vision 43 focus area and the municipal mill parking lot — and the adoption of the Willamette boundary as shown on Metro’s map. Mayor and council members expressed appreciation for staff work and for ensuring the city complies with Oregon Administrative Rules chapter 660, division 12 and Metro’s Title 6 requirements.
No members of the public signed up to testify during the hearing. After staff answered procedural questions from the council, Council President (Speaker 8) moved the first and second readings; the council approved the ordinance readings and adoption unanimously. The action updates the text of Comprehensive Plan Chapter 2 (land use planning) to incorporate the Bolton and Willamette town‑center boundaries and the maps that will be adopted into the plan.
