Adams County approves Head Start amendment to continue participation in Colorado UPK; program fully enrolled

Eddie Valdez, division director for operations and community connections in Human Services, presented Amendment 1 to the Adams County Head Start agreement to continue leveraging Colorado Universal Preschool (UPK) resources.
"Head Start continues to be a vital investment in Adams County families by providing high quality early education, comprehensive health services, family support, and school readiness opportunities for our early learners," Valdez said. He reported Head Start is fully enrolled for the 2026–27 school year with 256 Head Start slots across six locations; 136 of those children are UPK‑eligible. Valdez said last school year 56% of Head Start children were UPK‑eligible, generating approximately $1,300,000 in UPK funding through the agreement.
Commissioners expressed appreciation for the program; a commissioner moved and the board approved the amendment by voice vote. Valdez requested the board's approval to continue leveraging state UPK resources to expand access to early childhood services across Adams County.
