County approves two federally aided bridge contracts, a change order and renews SJCA agreement

The Randolph County commissioners approved two federally aided bridge contracts and a construction change order after a report from Highway Engineer Joe Copeland.
Copeland said the county received federal funding for two bridges. Bridge 303 (Orange Street, Winchester) carries a contract amount of $652,030 and is eligible for 80% reimbursement from the Federal Highway program. The board approved that contract. Copeland then presented Bridge 5 (contract $611,900) and recommended approval; the board approved that contract as well.
Copeland also described a change order on Bridge 32 — during geotechnical work crews encountered refusal at the planned piling depth and will add riprap for scour protection around the piling; the change order will be funded 80% by the bridge program, with the county paying the remaining 20%. Commissioners approved the change order.
Separately, Terry Knox of SJCA presented a professional services agreement renewal; the board approved extending SJCA’s agreement for an additional 24 months under the existing terms and current rate sheet.
Copeland said the Bridge 32 project is nearing completion and the highway department expects to finish site work soon; commissioners asked staff to stay available for follow-up.
