At its July 27 meeting Powhatan supervisors approved multiple administrative and land‑use items: an in‑house background‑check ordinance, a lease amendment for the county’s free clinic, a proffer amendment for a contractor office at Stonefield, a propane distribution CUP, and a county zoning amendment to count floodplain acreage when calculating minimum lot sizes for newly created lots.

Background‑check ordinance: Human Resources proposed amending county code to allow the county to submit employee and volunteer criminal background checks directly to the Virginia State Police rather than through a third‑party vendor. Staff said the change reduces cost and allows a more thorough review. The board adopted the ordinance, 5–0.
Free Clinic lease amendment: The county approved a lease amendment allowing the Free Clinic of Powhatan to occupy an additional 910 square feet and to fund improvements; staff said the clinic has invested roughly $500,000 to date and will invest another ~$230,000 (including HVAC work) for a total near $750,000. The board authorized the county administrator to execute the amendment (5–0).
Stonefield proffer amendment (contractor office): The board approved an amendment to proffers for a previously rezoned commerce‑center parcel to allow a 16,000 square foot contractor office/warehouse (Cleanstone Construction) with fenced outdoor storage, an interim use of an existing dwelling as a temporary office during construction, and retained commitments for shared access and a 100‑foot right‑turn taper. Planning recommended approval 5–0 and the board approved the ordinance.
Virginia Propane CUP: The board approved a conditional use permit allowing a bottle propane storage and distribution facility in the South Creek Business Park (dual access, secured propane storage area, 3,200 sf office, compliance with NFPA and Knox‑box emergency access). Planning recommended approval 5–0 and the board voted to adopt the CUP.
Zoning amendment — floodplain acreage: The board adopted a countywide zoning ordinance amendment removing the long‑standing exclusion of floodplain acreage from minimum lot area calculations for newly created lots; staff emphasized existing subdivision buildability reviews and environmental protections would remain in place. The planning commission recommended approval 4–1 and the board adopted the ordinance.
