Chief Frederick Andres said much of the police department’s overtime is structural and not discretionary, driven by mandatory holiday pay, guaranteed overtime in a 12‑hour staffing model and coverage for sergeants and officers on leave. He described recent reductions in vacancies (from 13 to 4) and said a relief sergeant would allow the department to reassign supervisors to reduce some overtime.
"This structural cost... it's not optional," Chief Andres said, explaining that holiday and minimum-staffing guarantees create baseline overtime and that some overtime—particularly late calls and incident responses—remains unpredictable. He gave a FY26 breakout showing sergeant vacation overtime and officer overtime hours and said patrol alone was budgeted at roughly $256,000 of the department’s overtime bucket.
Andres described pilot staffing changes (an officer staggered into shift overlap) and technology improvements (RMS, crime analysis) that have reduced report-writing overtime. He recommended adding a relief sergeant and expressed support for the city manager and finance staff’s proposal to add one patrol officer in the manager’s proposed budget, while noting that adding officers alone will not eliminate overtime without sufficient relief coverage.
Council members asked how hold times and response times would be tracked; Andres said the department monitors hold times and can bring a matrix showing calls-for-service, response and hold-time trends on request.
