Board adopts 2026–27 LCAP and original budget, approves several labor agreements

On a series of voice votes the Salinas City Elementary School District board on June 16 approved the 2026–27 Local Control and Accountability Plan (LCAP) and the district’s original budget for fiscal year 2026–27.
During action item discussion the board moved, seconded and adopted the LCAP and then moved to adopt the budget. Trustee Galimba made the motion to adopt the LCAP; the motion passed by voice vote. The board also approved a tentative agreement with the California School Employees Association (CSEA) Chapter 149 and a memorandum of understanding with the Salinas Elementary Teachers Council related to CARE Solis.
Superintendent Dr. Andrade and staff framed the LCAP and budget decisions as aligned with board priorities—learner‑centered instruction, fiscal health, safe facilities and community partnerships—and emphasized that the district would continue monitoring outcomes and adjusting LCAP actions that do not meet intended results. The superintendent noted that local indicator reporting to the state dashboard must be completed before July 1 as part of required LCAP submission steps.
The board did not amend the adopted plan during the meeting. Staff committed to returning with program evaluations and cost breakdowns for substantive items identified in the LCAP and budget.
