'Coast' transit debate prompts parking‑exemption motion at Avalon planning meeting

Commissioners spent significant time debating whether Avalon’s local transit service, referred to in the meeting as "Coast," could be added to the definition of qualifying transit so that ADUs would not be required to provide on‑site parking. One commissioner moved that the commission recommend adding Coast (or a similarly worded local transit definition) to the parking‑exemption language so ADUs could qualify for a waiver.

Staff cautioned that the statutory definition of a "high‑quality transit stop" includes specific criteria and that Avalon’s Coast service may not meet those criteria because it lacks fixed stops. "The definition for, like, what counts as a transit stop might also be tied to a government code," staff said, and recommended verifying compatibility with state code or instead creating a separate local exemption defined as "general transit" or a Coast‑specific exemption.

Commissioners and staff also noted a practical tension with the city's vehicle permit rules: ADU occupants currently are not eligible for vehicle stickers, creating an inconsistency if parking exemptions are granted. Staff suggested drafting exemption language that would not require on‑site parking unless a vehicle permit is associated with the unit, allowing the code to be prepared for possible future vehicle‑permit changes.

The commission ultimately included the direction to explore incorporating Coast into exemption language and forwarded the resolution to council with that recommendation for staff to refine.
