Commission narrows station-area survey focus as town-center plan advances

The Draper Historic Preservation Commission on Nov. 20 discussed narrowing the scope of a recommended-level survey (RLS) while the city advances a separate town-center station-area plan.
Staff explained they worked with GIS to identify properties built before 1975 and issued an addendum to the RFP to reflect that narrower focus; the consultant contract is expected to be finalized in January. As staff put it, "So as you can see, it does take quite a bit of properties out." Commissioners were told the Olivari property and UTA parking-lot areas near Draper Station are likely the primary areas of work.
Members debated keeping Kimbell Lane in the study area versus trimming it if budget constraints arise, and Chair (speaker 4) said the priority is the town center. Staff indicated the city hopes to approve the station-area plan by the end of 2025, and that completing at least the Draper Station 0.5-mile RLS would provide useful material for council and planners.
Next steps assigned to staff include tracking responses to the amended RFP, reporting back on the consultant selection timeline and following up on any requests to roll over unused commission funds into the next fiscal year.
