Planning commissioners approve home-occupation permit for stress-management practice in Draper

The Draper City Planning Commission on Nov. 21 approved a home-occupation conditional-use permit allowing Joy Martin to operate a small stress-management practice at a residence on East Springtime Road.

Staff told the commission the property (application 2024-0331-SUE) is zoned RM (residential medium density). The proposal limits customers to one at a time, requires appointments booked in advance, and imposes a 30-minute buffer between sessions. Staff reported the driveway right edge currently exceeds the 30-foot allowance in city code; the applicant agreed to taper it by one foot and bring it into compliance within six months. Hours were listed as 8 a.m.–5 p.m., with extended hours to 9 p.m. on Tuesdays only.

Applicant Joy Martin described the treatments and neighborhood impacts, saying the business is quiet and private. "So there's something called vibroacoustic therapy... I have the 2nd the only 2nd bed in in Utah," she told the commission, and added that red-light therapy would be used for seasonal mood and skin benefits. Martin told commissioners she would follow all permit and zoning conditions.

At public comment, Cherelle Wickham, who said she had been a beta tester for the service, described a personal benefit and urged approval: "My daughter ... passed away this year, and I had the opportunity as often as I wanted and needed to come and lay on the bed... it was just very relaxing and quiet."

Commissioner Kendra moved to approve the permit, citing the staff report and DCMC section 9-5-080(E); the motion was seconded and carried by the commissioners voting that evening. Conditions of approval include the driveway correction, one designated off-street parking stall, permitted signage, and the operational limits outlined in the staff report.
