Council adopts ADU code changes to allow owner to occupy either unit and reduce lot-size minimums

Planning staff presented proposed amendments to Title 9 related to accessory dwelling units (ADUs) following the city’s update to the moderate-income housing plan. The changes allow owners to choose whether to occupy the main dwelling or the ADU and reduce the minimum lot size for an internal ADU from 20,000 to 6,000 square feet while preserving requirements such as two parking stalls for internal ADUs. The planning commission recommended approval.
A resident, Victoria Nisha, spoke during the public hearing and described creating a basement rental to provide income and house family; she urged the council to respect property rights and the stability that accessory units provide. Council adopted ordinance 16-26 by motion; vote was unanimous, 5–0.
