Trustee (committee member) 12 argued for retaining the charter as “a prudential revenue source” should interest appear, while others said the workload of authorizing and reporting for a charter was significant for the small district. District staff, including Chief Business Official Jeremy McReynolds, said managing even an inactive charter still required staff time and occasional financial reporting: "We recently had to return ELOP funds of $93,000 that we couldn't spend," he said, underscoring the compliance workload and time required to process returns and audits.
Trustees who favored surrendering the charter referenced estimates that oversight would require roughly 20–30 staff hours per year when the charter was not active and far greater time if the district were actively authorizing and overseeing a school. One trustee said, "It seems like running another district" to serve as an authorizer in the current environment for a small district with declining enrollment. When the board voted, the motion to surrender the charter carried; the board recorded aye votes and one member opposed.
The board directed staff to note the action in the minutes; staff will complete the formal surrender process and return any required documentation to county and state agencies. No timeline for formal closure steps was stated during the meeting.
