The Glendale City Council in a special meeting on July 30 directed staff to prepare legislation to place a 0.25% sales‑tax measure before voters and to return next week with a fiscal‑emergency resolution that would allow the city to consolidate a special election with the November ballot. Mayor Kazakian opened the session by telling the council, "We have to decide by next week what we put on this November ballot."
City legal counsel advised that declaring a fiscal emergency to place a tax on a special election requires a subsequent resolution and unanimous council approval under state law, citing Proposition 218. Counsel said the resolution "would have to pass... by unanimous vote of the council." Council members used the meeting to test whether they could reach that unanimity, with a straw poll indicating at least tentative support to move the items forward to a vote next week.
Staff said the council will be asked to adopt a formal resolution making the findings of fiscal emergency and calling a special election; if that resolution is approved, the city will ask the county to consolidate the election with the November ballot. No formal resolutions or ballot measures were adopted during the July 30 session. Council members instructed staff to prepare the draft documents and return at a special meeting next week for final action.
