"This will really make sure that, we can maneuver, that equipment, through the island," Francis said, describing the need to verify whether barged modular units and associated equipment can be moved through the elbow and local rights‑of‑way. Staff said the study will clarify feasibility and provide cost and logistical details; the goal is to return with a comprehensive assessment by the end of December.
Council moved and seconded the authorization; the council approved the $7,000 amendment. Staff will report back with findings and recommendations on whether and how to proceed with modular deliveries for the Civic Center housing project.
