Council awards sewer, water and solid‑waste cost‑of‑service study to HDR

Finance staff explained the city is in the fifth year since the last cost‑of‑service study and recommended contracting HDR Engineering to perform a new analysis of operating budgets and capital maintenance needs for sewer, saltwater and solid waste enterprise funds.
"Every 5 years, the city does an analysis that looks at our operating budgets and our capital maintenance plan for the next 5 years, and then determines a way to come up with a rate structure that's fair and equitable for all the rate payers," Matt Baker said. The proposed agreement with HDR was not to exceed $68,530; staff said it will include public meetings in spring for council and public input and aims to finalize the study before June 30 to inform rate discussions.
Council moved to award the contract and authorized the city manager to execute the agreement; the motion passed. Staff will schedule public outreach and return with findings next spring.
