Avalon council ratifies three-year MOUs with SEIU Local 721 for harbor and municipal employees

The City Council approved two three-year memoranda of understanding with SEIU Local 721 covering Avalon Harbor employees and Avalon municipal employees for the contract period July 1, 2025 through June 30, 2028.
City staff described a negotiated package that reclassifies an existing position (Senior Harbor Operations Assistant), establishes minimum staffing levels, opens unused education reimbursement funds to eligible part-time harbor employees, and builds 2.5% annual cost-of-living adjustments over the three-year term. The municipal employees MOU likewise sets wage schedules based on the city’s recent compensation study, adds bilingual pay ($100 per month) for qualifying front-facing staff and increases the uniform allowance. The agreements include retroactive wage adjustments to the first full pay period in July 2025.
City staff and the negotiators described months of professional bargaining. The council adopted both resolutions by vote; staff said the harbor unit had already ratified the agreement internally.
"Most of our 4 months of negotiation wasn't necessarily about wages as it was compared about so many of the other quality of life issues that they were looking to do down there," the city manager said during the presentation. The council voted to adopt the MOUs (motions carried by unanimous vote).
