Avalon approves preferred access agreement with Disney Cruise Line, guarantees 120,000 passengers

City staff presented a preferred access agreement negotiated with Disney Cruise Line that would grant Disney preferred scheduling on Saturdays and Tuesdays during the contract peak season (Sept. 15–May 15) and Tuesdays during the summer season, for an initial five‑year term with two five‑year renewal options.
Under the agreement Disney would remit the cruise line fee equal to the city warpage rate plus 20% (projected to be $9 per passenger when a new rate takes effect) and guarantee a minimum of 120,000 passengers per year with 2.5% annual increases in the guaranteed passenger minimum. City staff said the agreement is intended to lock in a long‑term relationship and that the smaller‑capacity ships proposed by Disney offer a better experience for residents and businesses by reducing congestion.
A council motion to authorize the city manager to execute the preferential access agreement was moved and seconded; the council approved the authorization. Staff said the agreement does not change the city’s existing cruise ship resolution and that further preferred access agreements with other lines may follow.
