Avalon council OKs $278,000 design contract to extend Peppoli Beach landfill life

The City of Avalon authorized the city manager to execute a professional services agreement with Geologic and Associates (GLA) for final design, engineering and bid documents for the Peppoli Beach landfill site life optimization project for a not-to-exceed amount of $278,000.
Jocelyn Francis, assistant city manager, told the council the city-owned landfill has "less than 2 years of life" under current use and staff proposes constructing a 20-foot mechanically stabilized earth (MSE) wall at the landfill toe to provide an "additional 25 plus years of life." Francis recommended awarding the work to GLA — which has prior project knowledge of the site — under a sole-source procurement to expedite final engineering and enable earlier bidding once county approvals are in hand.
Council member [unnamed] moved the authorization and the motion carried on a roll call of all ayes. The contract covers final design, technical specifications and bid documents and includes a 5% contingency to accommodate schedule or county-comment-driven revisions. Staff said construction timing depends on approvals from Los Angeles County Regional Planning and environmental review steps already under way.
