Staff recommended and council approved an encroachment permit for 358 Clarissa Avenue that allows a removable secondary staircase, a second‑floor balcony encroaching up to 22 inches and a ground‑level patio. Planner/designer Jackie Cordero described the stairs as secondary access that must remain removable and said the owner understands a maintenance covenant and insurance/bond conditions will be required.
During the discussion the council confirmed this is not a primary entrance, the staircase must be removable to preserve access to an existing sewer main and the fire chief will inspect prior to final approval to verify clearances. The council voted unanimously to approve the permit and authorized the city manager to finalize the associated legal and insurance terms.
