Kelly Robuffo, the city’s contract planner, gave a primer on general plans and how they function under California law, telling council that "California state law requires that each city and county adopt a general plan" that guides land use, housing, circulation, safety, noise and other elements.
Robuffo said Avalon’s current general plan was adopted in 2013, with a housing element updated in 2022; she said the city will likely need to update the safety element once a recent hazard‑mitigation grant work is complete and will face the next statutory housing‑element cycle in 2029. She highlighted the possibility of adding environmental justice policies if the city is later determined to qualify as a disadvantaged community.
