On return to open session, the clerk read a certification attesting that, to the best of each member's knowledge, only matters lawfully exempted by Virginia law were discussed in the closed meeting and that only the matters identified in the convening motion were considered.
"The council hereby certifies to the best of each member's knowledge that only public, business matters lawfully exempted from open meeting requirements by Virginia law were discussed in a closed meeting to which this certification applies, and only such public matters as were identified in the motion convening a closed meeting were heard, discussed, or considered by counsel," the clerk read. The clerk then called the roll and recorded 'Aye' or 'Yes' responses from members present, and the certification was entered on the record.
