During the public-comment portion of the June 23 meeting several residents expressed concern about quarry operations and requested borough action.
Cristian Zamphir told the council the quarry is operating in Ogdensburg without permits or licenses and that soil removal and blasts have damaged his property. Resident Suzann Brush responded that the quarry follows ordinances of Franklin Borough, and other residents reported monitors were placed and later removed from properties and described a distant blast. Donna Heverly and Vicki Schroder asked whether the First Aid Squad building was appraised before being placed on the auction list and urged the borough to consider preserving the building as a community center; council members and the borough attorney said the motions approved only initiate an auction process, and that appraisals and title reviews will follow before any sale is finalized.
Council encouraged residents to submit documentation and noted staff and legal review remain part of any final disposition. No enforcement action regarding the quarry was recorded at the meeting and the quarry allegations remained unresolved in the council record.
