Ogdensburg council discusses new state lead-service-line reporting and upcoming lead-paint inspections for rentals

Council members said the new state system for lead-service-line reporting (EN SUITE) increases clerical workload and requires the borough to designate a Responsible Official (RO) familiar with the water system. Councilman Ciasullo noted that with limited staff it may be necessary to engage the borough engineer or an outside firm to assist; he said staff plan to check with Rob Lawler about serving as RO.
Separately, Mayor Hutnick reported that lead-paint inspections for rental properties built before 1978 are due in early July. The borough has contracted LEW Environmental to reach out to landlords and schedule inspections; failure to complete inspections may result in violation notices under the State mandate. Council discussed recordkeeping burdens and options for staffing or contractor support to meet reporting deadlines.
Next steps: the council will identify an RO or vendor to handle lead-service-line reporting, and staff will coordinate inspections and landlord outreach through LEW Environmental.
