Public works explained that the original plan used a mechanically stabilized earth (MSE) wall but the MSE block manufacturer required a deeper foundation and did not accept the adjacent pink retaining wall as a starting tie‑in. "We said, forget that design. We need to go back to a gravity retaining wall ..." staff said, describing a new design with a two‑foot footing, reinforced concrete‑filled block and frequent rebar tie‑backs to support anticipated future surcharge from additional units.
Council authorized the city manager to execute the contract amendment with Jordan Construction Inc., increasing the contract sum by $270,000 for a total not to exceed $987,255, and approved a budget amendment to allocate additional CIP funds. Staff said construction restart was scheduled in November with an objective to finish by year‑end.
Next steps: contractor to resume work per revised design; staff to report progress to council as needed.
