"It's inherently regressive a little bit," Councilor Buntington said of a flat household fee, urging consideration of different single-family and multifamily rates or other structures. Staff said the current parks-fee structure is a flat monthly rate per household, and that raising it by $1 per month would not fully close the parks maintenance shortfall but could be used to fund specific, visible projects to show value to residents.
Councilors also requested clarity on whether any additional funds would be used solely to cover existing maintenance shortfalls or to fund new park projects. Staff agreed to return to council with costed examples and an updated capital-improvement plan for parks so the council could show residents how incremental increases would be spent. No final decision on an additional fee was made.
