The West Linn City Council unanimously approved three resolutions on Nov. 18 ratifying collective bargaining agreements with the Clackamas County Peace Officers Association (CCPOA) for rank-and-file officers and for sergeants, and authorizing benefit adjustments for police management and confidential staff.
HR staff summarized bargaining outcomes: a three-year agreement with a 3% cost-of-living adjustment for fiscal year 2026, and 2–4% adjustments for fiscal years 2027 and 2028 tied to the prior calendar year’s CPI; modest changes to legal defense plan dues (from $6.50 to $8) and a 0.5% sergeant base pay increase to alleviate compression. To address retention and recognition, the city proposed longevity incentives and employer contributions toward HRA/VEBA accounts based on tenure. Staff said the negotiated terms were within projected budgetary impact and that CCPOA members ratified their contracts in October.
Councilors praised the collaborative bargaining process and the department culture that enabled a negotiated settlement without mediation. The council moved and passed Resolutions 2025-15 (rank-and-file), 2025-16 (sergeants) and 2025-17 (management/confidential benefits) on unanimous roll calls. Staff noted the packages are budgeted and will be executed as soon as signed.
