Town approves tender agreement, awards remaining Riverfront Park work to Landcare

The Lewiston Town Board voted on July 27 to approve a tender agreement intended to resolve disputes with the original Riverfront Park contractor and its bond company. The town attorney said the tender agreement would resolve the contract issues and that the bond company’s involvement meant the town would not bear the cost of re-bidding the unfinished work.
“There was an issue with the original contractor, Riverfront Park,” the town attorney said, explaining the town had declared the contract in violation and entered negotiations with the bonding company. The chair and attorney told the board the performance bond process had produced a bidder aligned with the town’s original scope; the board approved the tender agreement and then voted to award the remaining work to Landcare, the lowest responsive bidder. The motions to approve the tender agreement and to authorize execution of the new contract carried on voice votes.
Engineering staff said the town will issue a notice to proceed once required contract signatures are completed. The attorney described the sequence as resolving the dispute and getting the park work back on schedule.
