Staff proposes uniform project‑segmentation standard for three SB 1 programs

Naveen Habib walked through proposed changes to project‑segmenting language that would standardize requirements across three SB 1 programs. He defined a "segment" as a portion of a project with independent utility and contrasted it with a "work package," which is a contracting bundle that need not have independent utility.
"A segment is a portion of a project that has independent utility. It is usable on its own and delivers stand alone benefits," Habib said while explaining the draft standard. The proposed standard requires that each segment: (1) be consistent with the project's purpose and need, (2) have independent utility, (3) connect logical termini, and (4) not restrict consideration of reasonable alternatives.
Staff said projects will be evaluated based on the segments proposed for funding and that nominations must include the benefits and a full funding plan for each segment. For applications that propose phasing, staff said if only one segment is under evaluation that segment needs a full funding plan; if all segments are being evaluated together, every segment must show full funding commitments.
