Commission staff advance draft SB 1 delivery‑method updates, seek public comment

Naveen Habib, who manages the Solutions for Congested Corridors program, opened a public webinar on proposed updates to the Senate Bill 1 (SB 1) program guidelines and asked stakeholders to submit written comments for staff consideration.
"Today, we are addressing proposed updates to the delivery methods provisions in the Senate Bill 1 programs," Habib said, explaining that the changes are adapted from the commission's SHOP guidelines and apply across four SB 1 programs. Staff said the draft text appears in the workshop reference materials and that proposed changes are shown in bold red in the posted documents.
Staff emphasized the guidelines do not alter an implementing agency's contracting authority and asked agencies to coordinate early. Matthew Yosgott, deputy director for SB 1 programming, said the approach is meant to be consistent across programs while preserving statutory and agency authority.
The commission staff encouraged written feedback and set an internal deadline to help inform the August commission meeting. Habib said materials and the recording are posted on the commission website and invited attendees to follow up with questions or written comments.
