Slides noted growth in the number of 4- and 5-star centers and that there were nearly 1,600 children served in B-to-3 seats during the period; staff said some families were removed from the wait list following redeterminations.
Staff explained that changes in program management and static funding levels have shifted how children are served: several three-year-old children were moved into four-year-old seats, and some families were redetermined ineligible, which affects visible seat availability. The department also reported that 14 networks qualified for ECE fund seats in 25/26 and expects 17 qualifying networks in 26/27, with locally raised funds ranging from about $4,500 to $50,000 per network.
