Commission endorses bulletin 137 revisions requiring lead-risk assessments for new early learning centers

Commission staff presented revisions to Bulletin 137 in response to Act 893, summarizing a new requirement that owners, operators or governing authorities of licensed early learning centers first placed in operation on or after Aug. 1, 2026 must have a risk assessor conduct a lead-hazard risk assessment of facility and grounds and attach the results to the licensing application.
A motion to endorse the Bulletin 137 revisions was made by Dr. Louisa Saunier and seconded by Tara Emery; commissioners heard no opposition and the motion passed. Staff said the requirement applies to paint, dust and soil lead hazards and that results must be attached to the original application for any license required by the state department for the facility to operate.
