"IDEA funds may be used to support dyslexia core assessments, additional diagnostic tools, and staff time dedicated to evaluation activities," Brooks said, adding that evaluations must be conducted by qualified personnel as outlined in bulletin 1903 and must connect to IDEA evaluation processes and regulations.
She also encouraged funding for evidence-based dyslexia intervention programs, materials for structured literacy intervention and progress monitoring tools so teams can monitor student response and make instructional decisions. Brooks warned that purchasing tools alone is insufficient; districts must build the expertise to interpret results and ensure interventions target students identified through appropriate referral and evaluation processes.
