Elko County to seek $513,120 CDBG grant to replace Tuscarora water storage tank

The Elko County Commission directed staff to apply for a 2026 Community Development Block Grant (CDBG) of $513,120 to fund construction phase work replacing the aging 57,000-gallon water-storage tank in Tuscarora with a welded-steel tank of approximately 74,000 gallons.
Janice Durban, grants and contracts manager, said the project emerged because NDEP will not approve a new subdivision map without an updated hydraulic study and replacement plan. Staff said the proposed 74,000-gallon size was recommended by the project engineer to match the existing tank at the site and to preserve operational redundancy.
Commissioners asked about competitiveness, alternative (bolted) tanks, and whether a smaller-capacity request might increase grant chances. Durban said the Phase 2 engineering design is under way and the final tank capacity could change if the design calls for it; she noted CDBG reviewers understand rural needs.
Why it matters: Replacing the tank addresses an infrastructure vulnerability (an older tank susceptible to leaking) and supports water-system reliability and potential development in Tuscarora.
What’s next: Staff will submit the CDBG application and continue design work with Dow Engineering; if the design changes the requested capacity or tank type, staff will update the commission.
