Applicant defends plan for San Antonio Tire Shop, pledges indoor storage and site improvements

Hayes noted the parcel has been commercially developed for decades and that limited deviations under the BIZ overlay are needed due to the site's small size and two street frontages. He added the proposal includes sound attenuation measures (25 dB), downlit shielded fixtures and policies restricting outdoor tire or equipment storage. Owner Joaquin Guadarrama said the shop's standard hours are currently 8 a.m. to 8 p.m. but requested flexibility for limited overnight staffing to support an already-operating mobile service. "We were operating 24 [hours] before the sign violation," Guadarrama said, "and during that time period, we did not receive any complaints." The applicant agreed to add indoor storage and work with staff on parking options.
