Council hears plan for $8 million wastewater-plant rehabilitation
Summary
City staff told the council the wastewater plant needs repairs to screens, aeration and dewatering systems; engineers say the work could restore capacity from roughly 750,000 gallons per day to 2 million gpd. Staff proposed drawing $6 million this year after issuing $2 million in prior funding.

Presenter summarized why the plant needs repair and what council allocated to the work. He said aging fine-screen and dewatering equipment has left grit in two basins and that storm flows currently flood the plant. "All of this work right now, is about $8,000,000 all in," the Presenter said, describing a program that includes equipment replacement and removal of accumulated debris.
The Presenter explained the practical consequences: the plant treats about 650,000 gallons per day on average and can safely manage roughly 750,000 gpd in its current condition. "If we could aerate this basin appropriately, then we could process the volume through," he said, noting engineers expect the full program to restore about 2,000,000 gpd of capacity. Staff said the city issued $2 million previously and is proposing to issue another $6 million this year to fund construction; some contracts (the EQ basin rehab and GMP 1 for mechanical equipment) have already been awarded and construction is expected to begin in October or November.
The Presenter acknowledged some transcript numbers were inconsistent and clarified the financing picture to council: the total program was described repeatedly in the meeting as roughly $8 million, while an isolated line in the transcript showed an erroneously large figure that staff said should be read as a smaller line-item estimate. The council asked staff to return with forthcoming contract awards (fine-screen work remained to be awarded before year-end).
