LDOE work group continues Bulletin 137 rule review, schedules final chapter for Aug. 5

Mary Carter, assistant superintendent for the Office of Children, Early Childhood Care and Education at the Louisiana Department of Education, opened the July 29 work group meeting and outlined the chapter‑by‑chapter review process for proposed revisions to Bulletin 137. She said LDOE will compile recommendations and expects to submit proposed provisions to the Early Childhood Care & Education Commission following additional meetings.
The group approved the minutes from its July 8 meeting and moved through informational reports. Topics discussed included how critical incidents appear on licensing records, mandated reporting mechanics, owner‑wide disqualification language, insurance and attendance rules, and staffing and ratio proposals. The chair confirmed the next meeting is scheduled for Aug. 5, 2026 to complete chapter 19.

I'm Mary Carter, assistant superintendent of the office of children, early childhood care, and education at the Louisiana Department of Education," Carter said as she called the meeting to order. The group then proceeded chapter by chapter and invited feedback only from designated work group members, with public comment reserved for the end of the agenda.
