Committee reviews critical infrastructure fund balancing as Beach Road costs rise

During the midyear review, staff provided committee members with a reconciliation of the city's critical infrastructure fund and how it would support upcoming capital work such as the Beach Road stabilization.
Kotter reported that "at the June 2025, there was 2,400,000 in the critical infrastructure fund, and then we have budgeted for fiscal year 25, '26, 550,000 to be transferred into that fund. And in fiscal year '26, '27, 705,000 to be transferred to give it a balance of about 3,800,000. And then we're adding an additional we added an additional 830,000 into that fund with the carryover from 2425. So, the critical infrastructure is estimated right now to cost 4,600,000." She said that after those moves the fund would be nearly expended, with an estimated $49,000 remaining by June 2027.
Committee members requested that staff add a clear table to the report showing the fund balance, planned transfers and projected uses so the materiality of the Beach Road expense is explicit. Kotter agreed to provide the precise numbers and the requested table for committee review.
