Beach Road stabilization singled out as largest capital item; staff plan bids this spring

City staff told the Finance Committee that the Beach Road stabilization project is the largest capital item in the FY 2025–26 capital budget and that construction is expected to start in June 2026.
Helga Kotter, director of administrative services, said: "The Beach Road stabilization project is the largest item in this year's capital budget at 2,650,000 with construction anticipated to begin in June '26 and conclude in fall of 2026." Committee members later noted the total stabilization estimate has been reported at about $4.6 million in recent updates.
Staff said project plans are at roughly 90% completion and that the city intends to publish an RFP/bid package in the coming weeks; a small subcommittee has been formed to review bid documents and to screen proposals before a council award.
The committee discussed funding oversight and requested clearer tables in the midyear report showing how the Beach Road expense is reserved within the city’s critical infrastructure fund.
