The amendment includes parking provisions and an encouragement table that, for larger lots, recommends a percentage of spaces be EV‑capable; staff said the code will treat two EV parking spaces as equivalent to one full parking space for minimum-parking calculations.
Councilmembers asked for clarification on the table that caps the percentage of spaces that can be restricted to EV use (an example given: 20% of 100 spaces) and whether EV stalls could be enforced as EV‑only; staff said the table is an encouragement metric for infrastructure readiness and that other code caps apply. After a public comment in support that raised environmental and fire‑safety questions, council moved, seconded and approved the amendment as presented.
