County Natural Resources staff updated the board on preparations for the upcoming Mormon cricket season and broader water-management concerns on the Humboldt River. Staff reported they met with BLM to develop an MOU for treatment on public lands, that BLM's programmatic EIS is advancing, and that county inventory and real-time reporting tools are being arranged so staff can monitor migrating bands and target treatments.
On the Humboldt River, the county's stakeholder representative urged caution about any mitigation approach that would require retroactive "historical capture" accounting of past groundwater pumping. The board asked the Natural Resources advisory committee to continue vetting the draft resolution and to consult additional water-rights experts before the county adopts a formal position. Commissioners also asked staff to draft a congressional-letter outreach if federal support or policy changes are needed.
Natural-resources staff said bait supplies and contract resources are limited and recommended hiring seasonal field staff to maintain readiness; commissioners asked for a short action plan and for outreach to the congressional delegation to maintain pace with federal partners and funding timelines.
