Council authorizes release of RFP for citywide strategic planning (budgeted at $50,000)

Manager Hausman explained that a goal in the 2026 budget is to engage a consultant to lead a citywide strategic planning process to develop mission, vision and values and to align future budgets and staff reports with the resulting plan. Hausman said staff recommends releasing an RFP immediately with proposals due Aug. 19, an anticipated contract award around Sept. 1, and a final plan delivered by December 2026; he noted those dates are tentative.
Hausman said the project was included in the 2026 budget with an estimated cost of $50,000 charged to levy-funded capital improvements. He told council the process would be public-facing and involve staff, the council and community stakeholders. A motion to authorize the city manager to release the RFP to qualified firms and to post it on the city and professional association websites was moved, seconded and carried.
