Council backs resolution supporting WEDC grant for 311 South Main redevelopment

Director Drager told the council the resolution would show the city’s support for a WEDC Community Development Investment (CDI) grant application for a redevelopment at 311 South Main proposed by Andrew Logan of Blackhawk Phase 2 LLC. Drager said the concept envisions 17 compact residential units intended to be affordable and new.
"This is in support of the concept, that the city would be in support of a project of this type in the location," Drager said, adding that the resolution does not approve final site plans, certified survey maps or landscaping. He said the plan commission reviewed the concept on May 15 and gave general support while offering site-related feedback. Staff told the council the city would not have a direct financial impact from supporting the application and noted the city is allowed to support only one CDI-type project per year.
Councilmember (functional label) moved to approve the resolution; the motion was seconded and carried on a voice vote. The approval records the council’s endorsement of the concept so the applicant may apply directly to the Wisconsin Economic Development Corporation for CDI funding. The council did not take action on any follow-up land-use approvals; Drager said those would return for separate review if the project proceeds.
