She told the board that an eight‑year study of rollback amounts suggested using a conservative rate to guard against revenue declines. The board approved the language and directed staff to forward it to the county clerk for filing.
The board’s action preserves budget flexibility for future operating revenue calculations but does not itself change tax levies until voters approve the override on the ballot.
