Titonka council adopts ordinance tightening Main Street snow-removal rules, sets $50 charge for uncleared sidewalks

The Titonka City Council unanimously adopted Ordinance No. 678 on Jan. 8, 2026, changing city code language governing removal of snow, ice and accumulations in the Main Street business area.
Council member Sara Hamilton moved to update Section 16 of the Main Street Snow Removal Policy to state that “Property owners in the Main Street business area are required to have their sidewalks cleared of snow before the City cleans Main Street. If their sidewalks have not been cleared, the City will remove the snow and charge each lot $50.00. Also see Chapter 136.03 of the City Code.” The motion to update the policy was approved by a unanimous vote and Council member Prothman introduced the related ordinance amendment.
The council voted to suspend the statutory rule that ordinarily requires an ordinance to be considered at two meetings before final passage, and then voted on final passage the same night. On roll call for the ordinance, the ayes were recorded as Fredrickson, Hamilton, Harms, Prothman and Smith; there were no nays. The ordinance was adopted as Ordinance No. 678, effective the night of adoption (Jan. 8, 2026).
The change places responsibility for clearing sidewalks on property owners in the downtown business area and establishes a $50 removal charge per lot when the city performs the work, with the update cross-referencing Chapter 136.03 of the City Code. The council did not record any debate against the change during the meeting; no amendments to the language were recorded.
